I was at a local city building department just the other day and happened to hear a conversation taking place at the counter that made me ponder a bit about how new construction is far superior to old construction. The gentleman was discussing pulling permits and said that he remembered a time when a bottle of liquor was all that was needed in exchange for a building permit. I was in awe.
